A claim enters when it is made in public by a named person or body. It leaves never. Each line carries: the claim, who made it, when, what would settle it, and its status today. Status words are fixed: OPEN, PARTLY SETTLED, SETTLED, WITHDRAWN. The Gnome does not rate belief; he tracks whether the thing that was promised arrived.
